Well, most people that you meet on the street in Vancouver seem not to say too much to others, and so there's not alot of encourage to converse, but if you are bold, and friendly with humor there's usally not a problem with this.
As well you need a good topic, like the weather.
It seems to break the ice very well, at least this has been my experience here.
I also, find that just saying how you felt about something overtly seems to work as well.
