I don't know how many times some large dog has run up to my little boy, wanting to play with him, while we are in the park. We don't own a dog, and this really scares him. It has happened many times. The owners always say, "Oh don't worry, he's friendly, he won't bite!" every single time. Without exception. They don't seem to GET that not everybody likes dogs. Many kids are afraid when a big dog runs up to them. Dogs should never be allowed to run loose where there are small children playing.
"Owners are the problem" all right -- all of them.
